Dnipro Specialized Psychiatric Care Facility

Dnipro Specialized Psychiatric Care Facility of the Institute of Forensic Psychiatry of the Ministry of Health of Ukraine is a specialized facility that provides mental health services and was established to carry out measures of a criminal legal nature (Order of the Ministry of Health of Ukraine of 21 June 2022 No. 1075 “On Changes to the List of Specialized Psychiatric Care Institutions”)

The mission of the Facility is to implement the governmental function of:

The Facility fulfills its responsibilities by means of providing psychiatric care (Article 19 of the Law of Ukraine “On Psychiatric Care”).

Individuals provided with mental health services at specialized psychiatric care facilities:

The Facility provides psychiatric care services only to socially dangerous persons (Part 4 of Article 503 of the Criminal Procedure Code of Ukraine).

  • Persons who committed a socially dangerous act in the state of insanity (part 2 of Article 19, Article 93 of the Criminal Code of Ukraine).
  • Persons who committed a criminal offence in the state of insanity, but developed insanity before a sentence was pronounced or while serving a sentence (Part 1 of Article 84, Article 93 of the Criminal Code of Ukraine).
  • Persons in whose respect it is provided to apply compulsory medical measures or the matter of applying was considered in the form of placing persons in a psychiatric care facility under the regime which excludes their dangerous behavior (Clause 2 of Part 1 of Article 508 of the Criminal Procedure Code of Ukraine).

Grounds for hospitalization at specialized psychiatric care facility:

  • Court’s ruling to apply compulsory medical measures (Part 2 of Article 513 of the Criminal Procedure Code of Ukraine).
  • Court’s /  Investigating judge’s ruling to apply a specified measure of restraint like placing persons in a psychiatric care facility under the regime, which excludes their dangerous behavior. (Part 3 of Article 508 of the Criminal Procedure Code of Ukraine).

Important: A prerequisite for hospitalization is a person’s ID.

Grounds for discharge from the specialized psychiatric care facility:

  • Court’s ruling to terminate compulsory medical measures (Part 1 of Article 514 of the Criminal Procedure Code of Ukraine).
  • Court’s /  Investigating judge’s ruling to change the applied measure of restraint (Article 205 of the Criminal Procedure Code of Ukraine).
  • Expiry of the period of validity of the ruling to enforce the measure of restraint (Article 203 of the Criminal Procedure Code of Ukraine).

Visiting patients:

Dnipro Specialized Psychiatric Care Facility allows visiting patients at visitors’ request daily. The visits take place in a specially equipped room when the patients are not provided medical, social and psychological rehabilitation services, given the facility’s schedule rules and regulations, as well as the specifics of working with different categories of patients, including those placed in a psychiatric facility under conditions that exclude their dangerous behavior.

The Facility accepts deliveries, packages, and parcels for patients from 900 to 1600 every day, following the provisions of clause 26 of the Rules for the application of compulsory medical measures in a specialized psychiatric care facility, approved by the Order of the Ministry of Health of 31 August 2017 No. 992.
