Drug-Related Crime and Drug-Related Deaths Monitoring Sector

Main responsibilities:

  • collection, processing, and analysis of high-quality analytical, epidemiological, statistical, and other information on crimes related to psychoactive substance abuse from the public, private and non-governmental organizations, including in terms of illicit trafficking in narcotic drugs and psychotropic substances, as well as the counteraction to their illicit trafficking
  • monitoring of the drug situation in Ukraine pursuant to the requirements of the European Monitoring Centre for Drugs and Drug Addiction on the Drug Market and Crime Indicator (availability and channels of psychoactive substances in terms of their class, type, prices, drug-related crime, drug seizures, dismantled laboratories, cultivation of drug-containing plants, etc.)
  • preparation of suggestions, based on the results of monitoring crimes related to psychoactive substance abuse, for shaping and implementing the state policy on trafficking in narcotic drugs and psychotropic substances, their analogues and precursors, as well as the counteraction to their illicit trafficking
  • ensuring the development of data collection systems, including the statistical methods through improving the accounting and reporting methods, raising the level of professional training of experts in relevant areas
  • participation in long-term systematic monitoring of the situation with drug and alcohol situation in Ukraine, its analysis, and forecasting changes
  • participation in creating and keeping electronic databases for the monitoring of crimes related to psychoactive substance abuse
  • interaction and exchange of information with national and international organizations to conduct drug and alcohol monitoring research
  • participation in drafting the National Report on Drug and Alcohol Situation in Ukraine in terms of the Drug Market and Crime Indicator (availability and channels of psychoactive substances in terms of their class, type, prices, drug-related crime, drug seizures, dismantled laboratories, cultivation of drug-containing plants, etc.)
  • participation in drafting legislative acts within state policy on psychoactive substances, anti-drug and anti-alcohol prevention, including rules, regulations, and standards, the state and industry programs aimed at improving the drug and alcohol situation in the country
  • informative, analytical, research activities in the area of drug-related crimes
  • development, implementation and improvement of the information systems and methods for monitoring deaths related to the psychoactive substance use
  • creating and keeping electronic databases for monitoring deaths related to the psychoactive substance use
  • ensuring the development of data collection systems, including the statistical methods through improving the accounting and reporting methods, raising the level of professional training of experts in relevant areas
  • collection, processing, consolidation, and analysis of statistical and other information on deaths related to the psychoactive substance use
  • monitoring of the drug and alcohol situation in Ukraine pursuant to the requirements of the European Monitoring Centre for Drugs and Drug Addiction on the Drug-Related Deaths Indicator (data on death cases in terms of class and type of psychoactive substances, age group, gender, etc.)
  • participation in drafting the National Report on Drug and Alcohol Situation in Ukraine in terms of the Drug-Related Deaths Indicator
  • conducting profile information, analytical and research activities
  • assessing the quality of input data applied in standard practice for mortality rates and deaths related to the psychoactive substance use
  • preparation of suggestions for improving legislation on deaths related to the psychoactive substance use
  • participation in drafting legislative acts within state drug and alcohol policy
  • participation in drafting state accreditation standards, as well as the standards, protocols, statistic accounting, and reporting forms for the drug treatment facilities
