Under Article 16 of the Law of Ukraine “On Forensic Examination”, the certification of forensic experts is carried out to assign the qualification of a forensic expert in the relevant field of expertise, to confirm the advanced training of a forensic expert, and to assign a qualification class to employees of state specialized institutions qualified as forensic experts, and is carried out by expert qualification commissions.

The certification of forensic experts in Forensic Psychiatric Examination and Forensic Psychological Examination is carried out in compliance with the Procedure of certification of forensic experts, approved by Order of the Ministry of Health of Ukraine of 23.12.2025 №1935, by еxpert qaualification commissions at the Ministry of Health of Ukraine in the form of a qualification exam that incorporates as follows:

• testing theoretical, organizational, and procedural issues of forensic examination and methodological approaches to conduct relevant forensic examinations in the form of an interview;
• testing applied skills, abilities, and competencies by evaluating draft expert reports of individuals being certified during their internship at a state specialized institution for forensic psychiatric and forensic psychological examinations of the Ministry of Health of Ukraine.

A person awarded with the qualification of a forensic expert and put on oath in accordance with the text specified in part 1 of Article 356 of the Criminal Procedure Code of Ukraine and part 2 of Article 225 of the Civil Procedure Code of Ukraine shall be issued a certificate of qualification as a forensic expert, a sample and description of which are provided in Annex 1 and Annex 2 to the certification procedure. The certificate shall be issued to the person within 7 calendar days of the expert qualification commission’s decision, and the document shall be valid for an unlimited term.
