History of the Institute

Institute of Forensic Psychiatry of the Ministry of Health of Ukraine

The State Institution “Institute of Forensic Psychiatry of the Ministry of Health of Ukraine” (hereinafter the Institute) is a state research institution, a state specialized institution for forensic psychiatric and forensic psychological examinations of the Ministry of Health of Ukraine, as well as the institution that implements the application of compulsory medical measures. The Institute is a state-owned agency administered by the Ministry of Health of Ukraine and reports to it.

The Institute is a state-funded non-profit agency administered by the Ministry of Health of Ukraine, which acts as its Authorized Governing Authority. The Institute was established as the Ukrainian branch of the All-Union Research Institute of General and Forensic Psychiatry, named after V.P. Serbskyi (Order of the Ministry of Health of the USSR No. 548 of 16.05.1984).

The Institute is the legal successor of the State Institution “Centre for Mental Health and Monitoring of Drugs and Alcohol of the Ministry of Health of Ukraine”, according to the Order of the Ministry of Health of Ukraine No. 1584 of 29.07.2021 “On the Reorganization of the State Institution “Centre for Mental Health and Monitoring of Drugs and Alcohol of the Ministry of Health of Ukraine”.

The Institute is the legal successor of the State Institution “Ukrainian Scientific and Practical Medical Center of Neurology and Rehabilitation of the Ministry of Health of Ukraine” under the Order of the Ministry of Health of Ukraine No. 879 “On Reorganization of the State Institution “Ukrainian Scientific and Practical Medical Center of Neurology and Rehabilitation of the Ministry of Health of Ukraine” dated May 26, 2022.

The Institute is the legal successor of the State Institution “Ukrainian Specialized Dispensary for Radiation Protection of the Population of the Ministry of Health of Ukraine” under the Order of the Ministry of Health of Ukraine No. 1861 dated October 13, 2022 “On Reorganization of the State Institution “Ukrainian Specialized Dispensary for Radiation Protection of the Population of the Ministry of Health of Ukraine”.

The Institute is the legal successor of the State Institution “Specialized Medical and Sanitary Unit No. 14 of the Ministry of Health of Ukraine” under the Order of the Ministry of Health of Ukraine No. 932 “On Reorganization of the State Institution “Specialized Medical and Sanitary Unit No. 14 of the Ministry of Health of Ukraine” dated May 20, 2023.

The Institute is the legal successor of the Municipal Enterprise “Regional Psychiatric Hospital of Orlivka Village” of the Rivne Regional Council under the Order of the Ministry of Health of Ukraine No. 437 “On Reorganization of the Municipal Enterprise ‘Regional Psychiatric Hospital of Orlivka Village’ of the Rivne Regional Council”.

Throughout its lifetime, the Institute has changed its name several times:

The Institute is governed by the Constitution of Ukraine, the laws of Ukraine, decrees of the President of Ukraine and the Cabinet of Ministers of Ukraine, other regulations, as well as any orders issued by the Authorized Governing Authority and the Statute pending final approval by the Authorized Governing Authority.
