The forensic expertise related to conducting forensic psychiatric examinations is carried out exclusively by governmental specialized institutions, which are defined as forensic psychiatric institutions of the Ministry of Health of Ukraine (Article 7 of the Law of Ukraine “On Judicial Examination”).

The Institute of Forensic Psychiatry of the Ministry of Health of Ukraine is just such a governmental specialized institution of the Ministry of Health of Ukraine, authorized to conduct forensic psychiatric, forensic psychological, and comprehensive forensic examinations.

Forensic examinations are carried out by the governmental specialized institutions at the expense of target funds allocated from the State Budget of Ukraine (Article 15 of the Law of Ukraine “On Judicial Examination”). At that, the financial support for activities related to forensic psychiatric examination is provided at the expense of the State Budget of Ukraine separately (Article 3 of the Law of Ukraine “On State Financial Guarantees of Medical Service to the Population”)
