On Approval of Tables of Small, Big and Especially Big Quantities of Narcotic Drugs, Psychotropic Substances, and Precursors that are in Illegal Trafficking

Following the Law of Ukraine “On Changes to the Law of Ukraine “On Trafficking of Narcotic Drugs, Psychotropic Substances and Precursors”, as well as the Law of Ukraine “On Measures against Illegal Trafficking and Abuse of Narcotic Drugs, Psychotropic Substances and Precursors” ORDER:

1. To approve tables as follows:

1.1. Table of Small, Big, and Especially Big Amounts of Narcotic Drugs that are in Illegal Trafficking (attached).

1.2. Table of Small, Big, and Especially Big Amounts of Psychotropic Substances that are in Illegal Trafficking (attached).

1.3. Table of Big and Especially Big Amounts of Precursors that are in Illegal Trafficking (attached).

2. To consider ceased to be in force the Order of the Drugs Control Committee  No1 of 27 January 1997 “On Approval of the Tables of Small, Big, and Especially Big Amounts of Narcotic Drugs, Psychotropic Substances, and Precursors that are in Illegal Trafficking”, registered by the Ministry of Justice of Ukraine 24 June 1977 with № 235/2039.

3. To charge Deputy Minister Korotko O.Sh. with supervising the execution of this Order.

1. The amounts of narcotic drugs are defined following the existing practice of counteracting illegal drugs trafficking, as well as accommodating the actual international practice based on the definitive daily dose (hereafter – DDD), according to the UN International Narcotic Control Board (INCB).

2. Small amounts refer to those not exceeding 10 DDD.

3. Big amounts refer to those within 100 to 1000 DDD.

4. Especially big amounts refer to those exceeding 1000 DDD.

5. The amounts of vegetable-based narcotic drugs, as well as those produced in the form of extract, infusion, decoction, other liquids, are defined in terms of dry substances according to the existing criminal examination methods.

6. The table incorporates the narcotic drugs that remain in illegal trafficking in Ukraine.

7. In the case of detecting isomers and stereoisomers, compound and simple ethers, homologues and analogues, metabolites of narcotic drugs incorporated into Table 1, small, big, and especially big amounts are applied as for the relevant narcotic drugs included in Table 1.

* The mentioned narcotic drugs irrespective of their amounts are qualified as highly dangerous narcotic drugs, which trafficking is prohibited (Table I list № 1 in the List of narcotic drugs, psychotropic substances, and precursors, approved by the Resolution of the Cabinet of Ministers of Ukraine of 06.05.2000 № 770).
** These highly dangerous narcotic drugs are made without specialized (laboratory) equipment from pants, the cultivation of which is allowed for industrial purposes under special permission (license). The quantitation of the mass of these narcotic drugs is carried out in terms of dry substances.
